Labour Urges FG Not to Transfer Workers' Salaries to LGs

The Organised Labour, which includes the Nigeria Union of Local Government Employees (NULGE), the Nigeria Union of Teachers (NUT), and the Nigerian Union of Pensioners (NUP), has put forth a proposal to impprove the management of local government resources across Nigeria.

This initiative includes a comprehensive staff redistribution, placement, and auditing exercise intended to accurately determine the number of local government workers, primary school teachers, and pensioners in all 774 local government areas.

Under the auspices of the Joint Action Committee (JAC) representing these unions, a significant recommendation is to impose a one-year moratorium on the recruitment of new personnel in local governments, including teachers.

The leadership of the unions—comprising NUT President Titus Amba, NULGE President-General Ambali Akeem, and NUP President Godwin Abumisi—has articulated these recommendations as essential for ensuring a smooth transition to the direct payment system.

They emphasize that this redistribution and auditing process is crucial for establishing an accurate workforce count, which will enable local governments to concentrate on developmental projects and enhance service delivery.

In addition to staff management reforms, JAC has called for a restructuring of the supervisory bodies overseeing local government employees.

This restructuring would involve expanding the membership of these agencies to include local government chairpersons, heads of local government unions, and other relevant stakeholders to ensure quality control and inclusivity.

The committee has also proposed specific changes to statutory memberships in various boards. For instance, it suggests that the Local Government Service Commission should include representatives from both ALGON (the Association of Local Governments of Nigeria) and NULGE.
